The 'inherit from group'' is just an utility you can use when creating a new group: in this way you will be able to inherit all the permissions of an existing group but the two groups will always be independent.

LogicalDOC can be accessed in this way http://<server_ip>:8080. Of course you have to open the port 8080 in your personal firewall.

Basically it is possible since LogicalDOC is a standard war web application. So you can install it in any servlet container.
