Is it possible to remove Personal, Tools and Help -menus from user view in CE?

Documentation doesn't mention anything about Private, Tools and Contacts.
According to my test, Private, Tools (excluding sub-menu Contacts) and Help menus are not possible to be removed at all.

yes right not all the elements of the GUI are driven by a menu.
