I've looked but just want to make sure I'm not missing anything, is there any way to make attributes required before upload? In other words, if a user does not fill in specific information about a document, they are forbidden from uploading that document until they do? I see that I can make attributes 'mandatory' but that does not stop me from uploading if I do not fill them in.

If an attribute is mandatory you have to fill it or the upload will not go on, of course the user can deselect the template so there will be no need to fill any attribute. In the commercial editions on a per folder basis you can define a template so all the uploaded documents will be associated to that template without the option to change it. In this case you could obtain what you are asking.
