Open Source Document Management

Are there any example plugins that I can look at to get an ide of how to get started creating one? I am unclear on where plugins get configured and how they are activated. I know this is not a web service question but I didn't see a better place for this.

I want to create a plugin that does some post processing on a document and sets some custom fields.
