Rules for custom fields

Hi all,
I'm new and French (so sorry for the bad quality of my sentence
)
Is it possible to add rule by field like :
- this field can't contain more or less than 23 caracters,
- this field can be filled with the name of another document selected
- this field can't be seen by a specific group
