Remove cookies

I don't quit understand this in CE: Personal -> remove cookies.
Does this mean that cookies are always on and each user can remove cookies if they wish to?

Where can I see cookie reports, if they cookies are active?

the cookies are used to track the session and some GUI settings. You should check the documentation of your browser's to discover how to manually retrieve the cookies.
