Workflow end notifications not being sent

When we complete a workflow on a document, nobody receives a notification that the workflow has been completed. I see an e-mail template called "wf.end," which would appear to be the notification we need, but we never see it. Is there something we are forgetting to do to ensure that this message gets sent? We have users assigned to the end task, but they don't receive the end notification.

once you save the WF in the designer you have to deploy it to make tha canges effective.

We've done that. Whenever we update the workflow, we undeploy, make the changes, save, then redeploy. We're still not getting the end notification. All of the other notifications are coming through fine.
