first try of LD 7.3 on Win 7 fails

I'm a newbie here, hoping to checkout LD.
I'm attempting to run on localhost on a Win 7 64bit machine.
Installed mySQL 5.6.26.0, Python 3.4.3 & LD 7.3 community.
I've been through it a couple of times and always get "Server not found from Firefox for "http://www.localhost.com:8080/" when I use the LD icon and "ERR_CONNECTION_RESET" in Chrome for 127.0.0.1:8080 when I attempt that.
I note that the LogicalDOC-community service in Windows is always "Stopped" and "Access is denied" for starting it.
port 8080 is open on 127.0.0.1

Any ideas?

Hi, python is not required by LogicalDOC, you have to make sure to have java JDK 8 installed
